How does this relate to the Community Center/Library Scoping Study?
The 2016-2024 Town Plan Objective 9.2 states, "The town will continue to support and plan for indoor and outdoor recreational facilities that benefit the community." Section 9.2.2 goes on to say "The town should consider completing a feasibility study for a potential community center, analyzing estimated costs and possible funding mechanisms." The ongoing Community Center Scoping & Library Assessment project, led by the Town Manager, Library, and Rec Departments, does just that. The 2025-2033 Town Plan will refer to the completed Scoping Study and provide up-to-date information any subsequent action taken by the Town as a result of the study.
How does this relate to the Bylaw Amendments adopted by the Selectboard in October 2023?
One of the many roles of a town plan is to set policy direction for land use regulations (zoning district boundaries and development/design standards within those districts). In fact, bylaw amendments are required by state law to "conform with or further the goals and policies contained in the municipal plan, including the effect of the proposal on the availability of safe and affordable housing." Refer to 24 V.S.A. § 4441(c).
On October 17, 2023 the Selectboard adopted a set of bylaw amendments titled "Inclusionary Zoning and Collected Amendments." Town Plan Housing Object 5.2.2 states, "Consider Using Inclusionary Zoning to Guarantee Provision of Affordable Housing in Appropriate Locations." Learn more here.
In October 2022, the Selectboard adopted a Form-Based Code for the Taft Corners area. Town Plan Land Use Objective 3.1.5 states, "Consider Developing and Adopting a Form Based Code." We can check that one off the list!

Survey and roundtable event input is summarized in the Engagement Insights Report. It will be incorporated into the goals and objectives of the new 2025-2033 Town Plan (first draft coming Fall 2024).
